MTC's Fremier serving as International Bridge, Tunnel and Turnpike Association President in 2023

Andrew Fremier – Deputy Executive Director of the Bay Area Toll Authority (BATA), and Deputy Executive Director, Operations at the Metropolitan Transportation Commission – will be the International Bridge, Tunnel and Turnpike Association (IBTTA) President for 2023.

During his one-year term, Fremier will lead the IBTTA Board of Directors. The IBTTA is a worldwide association for the owners and operators of toll facilities and the businesses that serve them. Founded in 1932, IBTTA has members in 23 countries on six continents. Through advocacy, leadership and education, members are implementing state-of-the-art, innovative user-based transportation financing solutions to address the critical infrastructure challenges of the 21st Century.   

“I look forward to working with all the IBTTA member agencies to pursue our shared goal of constantly improving our customers’ experience,” Fremier said. “I’m excited about how far we can go, because I’ve seen how far we’ve come.”

In Fremier’s role at BATA, he supervises administration of all toll revenue that is used to fund day-to-day operations, maintenance, and administration of the Bay Area’s seven state-owned toll bridges. Fremier also manages MTC’s Operations and Electronic Payments sections, where he oversees the Bay Area’s 511 traveler information system, the Bay Area Express Lanes network, the Clipper® electronic transit-far card program, and the FasTrak® electronic toll collection system. Prior to joining MTC, Fremier served as the Chief Deputy District Director for the California Department of Transportation (Caltrans), District 4, and as chair of the California Toll Operators Committee.

Fremier was elected President by the IBTTA membership during the IBTTA 90th Annual Meeting & Exhibition in September.
