Beginning this week, residents of 12 affordable housing communities managed by MidPen Housing in Alameda, San Mateo and Santa Clara counties will be eligible for the MTC-led Clipper® BayPass Program.

MidPen Housing is one of the largest non-profit developers, owners and managers of high-quality affordable housing in Northern California. In the 50 years since MidPen was founded, is has developed over 100 communities and 8,500 homes for low-income families, seniors and special needs individuals throughout Northern California.

"Our residents often face transportation and access barriers, and the Clipper BayPass presents significant cost-savings for our communities amidst trying financial times,” said Danielle McCluskey, director of Resident Services for MidPen Housing. “We believe building in transit-rich areas and providing access to opportunities like these can support economic stability, mobility, and ultimately resident prosperity."

In August, MTC — in conjunction with BART and all other transit agencies participating in the Clipper® fare payment system — launched the two-year BayPass pilot program to study the impact of a single pass that will provide up to 50,000 Bay Area residents free access to all bus, rail and ferry services in the nine-county region, with the exception of some special event services.

A group of 50,000 Bay Area students and residents have been invited to participate in the program, which will offer free access to all bus, rail and ferry services in the nine-county region. In addition to housing communities managed by MidPen Housing, qualifying individuals include:

  • 9,000 students at San Francisco State University
  • 7,000 students at San Jose State University
  • 12,000 students the University of California’s Berkeley campus
  • All students at Santa Rosa Junior College

MTC is providing funds for the two-year pilot program to transit agencies to offset the revenue impacts of the Clipper BayPass pilot, which is expected to conclude at the end of 2024.
