Former ABAG-MTC staffer Ruby named top auditor at SANDAG

Courtney Ruby, who served as Director of Finance and Administrative Services for ABAG and later took on the role of Director of Administration and Facilities at MTC before winning election as Oakland’s City Auditor in 2018 and again in 2022, has been named as Independent Performance Auditor of the San Diego Association of Governments.

Ruby, who announced her resignation as Oakland’s City Auditor, effective Oct. 13, will join SANDAG on Nov. 13. She will work to ensure SANDAG is effective and efficient in its operations. Her office investigates potential fraud, waste, and abuse identified by SANDAG staff or other stakeholders.

While at ABAG from 2016-2017, Ruby managed the agency’s financial and administrative operations, and helped negotiate the successful staff consolidation between ABAG and MTC completed in July 2017.  She continued to serve as a member of MTC’s executive staff until resigning to take up her duties with the City of Oakland in early 2019.

Ruby is a graduate of American University, a certified public accountant, and a certified fraud examiner.
